IPad activation lock

My mother's Ipad does now have an activation lock that persists even if I turn it off and on. I don't know exactly what happened when this occurred. Thus, the current state is that I cannot unlock it even though we have the Apple-ID, can login online at web browser, have the right password, and so on. It insists on a statement that this Apple-ID cannot be used to unlock the Ipad. The Ipad never had another owner and there never has been another Apple-ID in use. Thus, I am not sure what to do with this information now. Please provide some ideas how to solve this issue.

Normally, you should see some message of the form "This device is locked to Apple ID abcxxxxxxx@yahoo.com ...". In other words, you should be offered some clue about the original address used to lock the iPad. If this address is not (and has never been) your mother's then you should contact the retailer who originally sold her the iPad.

Hi! I do have this clue and it is the email address we always used. There is not much doubt to find because my mother is not that internet savvy that she ever used a second email address. The hint in the pop up leads to the email address we used and the upcoming message always tells us that this email address cannot be used to unlock the ipad. I checked online and this ipad is no longer part of the Apple-ID settings. I cannot reproduce the actions prior to the incident but I wonder why this ipad does not unlock. It worked fine over the last two years.
