You should check your HDMI connection. Disconnect and reconnect both ends of the cable. Try a different TV input. Try a different cable.
I have tried all of your suggestions and I still have the flickering issue. The tv
Display only flickers when it's connected to atv3. Do u think atv4 would not flicker?

Could you try different video modes, lower resolution, 60 vs 50 Hz, to see if the flickering is caused by that? Maybe the TV has trouble handling the default mode.
Apple TV3 constantly flickers and I have to constantly restart multiple times to get a stable screen. I also restore and reset. Or reboot atv 3. Of course I take I to Genius Bar and it works perfectly. I spend 1 hour each day resetting atv.
