My brother recently bought from eBay a iPhone 6 later finding it was iCloud locked and now shows activation lock how can I contact the user before it was bought one of my brothers work for Apple (corporate manager)

MY brother recently bought a iPhone 6 white gold off of eBay and come to find out that it's activation locked and asking for a old Apple ID. So I would like to contact the recent owner to get the password and be able to use it Instead of it bieng useless. I will supply imei serials and Anything to help contact the owner it's not imei locked as far as I can tell. I also have a another brother that is corporate manager for Apple so I wouldn't ever have to steal or lie about a iPhone I currently have a iPhone and am happy with its functions I think Apple has done a good job so far... But I would like to know can I contact the older user in any way!!! Please and thank you!...

You contact the person that he bought it from. If they are not the previous owner, or cannot contact them, then return the device for a refund. You will not be able to activate it, and no one here could assist you in contacting the previous owner, and neither will Apple. If the seller on eBay refuses to refund the money, if they didn't advertise the device as iCloud locked, contact eBay and file a claim, and they will get the money back for you.
