Why can't I use Facetime with MacBook? No iphone, ipad, ipod.

Hello all,

I can't get Facetime (from my Macbook) to work. When I did some searching, it says that I need to first sign into Facetime with my iPhone, iPad, or iPad. I don't have any of those. I have an Android phone and I'd like to Facetime my friends and relatives who have iPhones from my MacBook. Isn't it possible?

MacBook (13-inch), iOS 9.3.5
