Thanks for reaching out to the Apple Support Community. Sharing and syncing your photos via iCloud can be great tool for accessing your memories, and I'd like to help you get things up and running.
There are a few settings you'll want to check on to make sure both devices are communicating with iCloud correctly. The first is just to be sure that your iPad and iPhone are both signed into the same account under Settings > iCloud. It sometimes helps to sign out and sign back in to ensure they both have a good connection.
Additionally you'll want to look under Settings > iCloud > Photos and make sure that the photo options you wish to use are turned on. Have a look at the articles below to decide if you want to use Photo Stream, the iCloud Photo Library or a combination of the two.
