Q: Why does iTunes think I am accessing it from a new device when I am?

It worries me that iTunes tells me that I am accessing it from a new device to make a purchase when I am not. Why does this happen, and should I continue with the purchase?

iMac, OS X Yosemite (10.10.5), 2007

Not sure which forum you originally posted your question in but it's only just been moved to the iTunes Store forum.

Have you done anything with the device since the last purchase e.g. reset it back to factory defaults or restored to a backup ? Asking for confirmation of payment details (is that what is happening ?) can happen, but the card shouldn't be charged for re-entering it (apart from a temporary store holding charge to check that the card's details are correct, and which your card issuer should automatically remove within a few days or so).
