Since it's meant to keep thieves from wiping stolen devices there's no user work around.

Activation Lock prevents unauthorised use of the iPad if it is lost or stolen.
This can be disabled by your sister either entering her Apple ID and password on the device or by her removing the iPad from her devices list, as listed under that Apple ID, in Find My iPhone via iCloud.com.
If your sister is the original owner and the one who enabled Activation Lock, she can try to recover her forgotten Apple ID and password information:
If she cannot recover this information, but she still has her proof of purchase as the original owner of the iPad, ask her to accompany you and the device to a Genius Bar appointment, where Apple may be able to assist in removing the lock.
If you cannot arrange for either of these steps to be taken, then you will be unable to use the iPad. There is no way around this security feature.
