The radio feature is my favorite part of Apple Music, and I can understand wanting to share it with your family.
If you have Family Sharing turned on and have the Family Membership for Apple Music set up, all the accounts (up to 6) will have access to the radio.
If you only have an Individual Membership, you would not be able to share the radio to other members of your family.

I can even see her purchases. She cannot, however, get access to things like Apple Radio. It keeps asking her to create a separate account.

Sep 6, 2016 9:29 AM in response to chris.m.roweby Jesse_K,If you are seeing that, I would have her sign out of her iTunes account then sign back in and try to accept the invite. Many times this will help.
You can also try accepting the invitation on a second device.
These two steps should help resolve the issue.
