I ran out of storage and didn't want to buy more, so I freed up space by deleting the app Photos from the cloud. It says I can undo the delete, but every time I try it doesn't let me. Please help ASAP because I only have 5 days to recover Photos!!!!

I'm not sure what you did, since you cannot delete the application Photos from iCloud - it looks like you did sign out of iCloud Photo Library and used the button "Disable and delete" and the time to recover your photos is quickly running out.
The problem is, that the "Undo Delete" button will only work, if you signed up for enough iCloud Storage to accommodate all your photos. You may need to sign up for more iCloud storage temporarily to be able to recover your photos. How much free storage do you have in iCloud? Does it suffice to hold all your iCloud photos?
