My iPhone got water damaged

My iPhone was water damaged and has been send away for repair. i assumed that the information on it was being backed up to iCloud, daily, however i signed onto iCloud this evening and the photos and contacts there have not been updated since june 2015. can i restore my phone when the new one is returned to what it contained more recently?

Does the phone not back up automatically when it is plugged in and connected to wifi? if that is the case it will have backed up the previous night, however where is that back up stored if at the moment i cannot see the more recent content in iCloud - is it possible to switch off backup and haven't been backing it up for over a year?

Just to make sure you understand, there is a huge difference between iCloud backups and iCloud contents.

You said "I signed onto iCloud this evening and the photos and contacts there have not been updated since June 2015." This appears to be talking about iCloud contents - photos or contacts stored in iCloud. An iCloud backup is a completely different thing.

You didn't tell us what device you used to sign in to iCloud. If you used a Mac, you could go to System Preferences > iCloud > Manage and see when the latest backup was performed.

An iCloud backup is restored as shown here once you get the iPhone returned:

I have no idea to where it backs up. That depends on how it was configured. And, it isn't likely it would be connected to Wi-Fi at all. In most cases if the problem is not something simple enough to resolve in a store, then if it is sent to Apple it will be replaced. You should have been told that and been given the exchange fee. The phone you sent to them goes to the recycling bin. See the following:

If your iPod Touch, iPhone, or iPad is Broken

Apple does not fix iDevices. Instead, they exchange yours for a refurbished or new replacement depending upon the age of your device and refurbished inventories. On rare occasions when there are no longer refurbished units for your older model, they may replace it with the next newer model. You may take your device to an Apple retailer for help or you may call Customer Service and arrange to send your device to Apple: You can make an appointment at the Apple Retail Store - Genius Bar and take it in for service. You can also look for an Apple Store - Find a Store - Apple.
