Apple TV 4th generation is connected to TV but menu will not come up. Unplugged and continues to show cable picture.

I'm assuming you already tried the steps outlined in the Apple article that brought you here?
Consult your TV set manual to confirm you're using correct jacks, cable and settings.
I don't have a USB-C cord but everything else yes.
