Because Activation Lock is an anti-theft mechanism, there is absolutely no way to proceed without the original owner's Apple ID and password. If you are not the original owner, then see if you can get a refund. If not, then you are out of luck.
If you are the original owner, Apple can remove the lock. You will need to provide proof-of-purchase, like the receipt. You can use one of the support options here to call Apple or make an appointment at the store: http://getsupport.apple.com.
