Check Settings > General > Storage & iCloud Usage > Manage Storage (under Storage) and be certain you have an absolute minimum of 10% of your iPhone's total storage free.

So if you tried reset and restore and those do not work, the next step is to try recovery mode. This explains. You may have to try to enter recovery more than once to succeed.

I agree you have more than enough free space.
