iWork suite on a shared iPad?

We have shared iPads under DEP, in School manager/Profile manager, set up with Configurator 2. In Profile manager I can assign VPP apps to the iPads, but there is no option to install iMovie, Garageband etc that those iPads should be eligible for to receive. The Apple ID's are managed, they cannot be used to download anything from the App store, so I cannot download the iWork apps manually per device. Any suggestions?
