Go step by step and test.

    1. Disable Extensions and test.

        Safari > Preferences > Extensions

Uncheck boxes beside “Enable Extension”  and test.

Enable Extensions one by one and test.

To uninstall any extension, select it and click the “Uninstall” button.

    2. Delete Caches

Close all windows and quit all applications.

Hold "option" key down and click "Go" menu in the Finder menu bar.

        Select "Library" from the dropdown.

        Library > Caches > com.apple.Safari

Right click the com.apple.Safari file and select "Move To Trash.

        Test Safari.

    3. Delete com.apple.Safari.plist file and test.

        Empty the Trash.

        Quit all applications.

Hold the option key down and click the "Go" menu in the Finder menu bar.

Select "Library" from the drop down.

        Library > Preferences >  com.apple.Safari.plist

Right click on it and select "Move it to Trash".

        Restart.    Relaunch Safari.

If this doesn’t help, “Put Back” the com.apple.Safari.plist

Right click on  the Trash icon in the Dock and select “Open”.

Right click on the com.apple.Safari.plist and select “Put Back”.

    Hello !

So , there is an issue in safari it's freezing some steps are there to be followed .

If system is heated up run SMC Reset the System Management Controller (SMC) on your Mac - Apple Support

Also try safe mode : OS X El Capitan: Start up in safe mode

secondly verify that in safari preferences extensions are off  , in safari preferences keep the settings as in screen shot

Please click on go to go folder and remove contents of caches , cookies , saved application state , safari ( if you are using book marks don't select it and rest of the contents must be selected ) .

Select the contents by pressing command + A and delete by pressing command + delete on the key board .

Restart from apple logo and empty the trash .

Screen shots are there for reference

Note : These are  some trouble shooting steps , but i am not sure if you have installed any anti virus as recommended it should be not used , inspite of removing malware it can delete some important system files .

    Thanks !
