Question regarding Windows and iPhone backup

Recently, an issue came up with my Windows user account to the point where I may have to migrate all my files over to a new one. The file transfers aren't an issue, but I am a bit concerned of my iPhone's backup. Since it's tied to my current Windows user account, when I migrate to the new one will I lose my backup? I've only backed up my phone to the computer, and not iCloud.

See Locate backups of your iPhone, iPad, and iPod touch - Apple Support. In principle if you copy over the various Apple related folder in %AppData% and migrate your iTunes library correctly it will be as if nothing has changed. In practice as long as your device doesn't need restoring right now then migrate the library, install iTunes and connect to your library if needed, then connect your device and sync. It will make a new rolling backup for the device without you needing to copy over the old one.
