Q: Help with reseting security questions

I owned an iphone 4s and recently upgraded to an iphone 6s. Now when my iphone was initially set up it was set up with two apple ID's, one that i use for my emails and one that i use for my itunes and app purchases. My current issue is when I switched from the 4s to the 6s itunes wants me to verify my identity and answer security questions. Because I do not remember these questions I followed the manage your account&change your security questions route. When i enter my apple ID (the ID set up for itunes and app store) I get the message "we do not have enough information to reset your security questions".

 

What can I do to solve this problem because I cannot make any itunes or app purchases.
