I see that you'd like to know if you can use FaceTime via AirPlay on an Apple TV without having Wi-Fi available. I can understand wanting to use AirPlay for FaceTime, and I'm happy to go over some information for you. Both the iPhone and Apple TV must be connected to the same Wi-Fi network in order to use AirPlay. You can read more about AirPlay at the following link:

Sep 6, 2016 7:56 AM in response to Siebertbby Rudegar,but as far as I know then if you put a router in your grands place and both appletv iPhone are connected on that the iPhone would attempt to FaceTime over wifi rather then cellular and if the wifi network did not have internet that would fail

You can use the Digital Av Adapter to mirror the iPhone screen onto the TV. This will enable Facetime to show on the TV.

The TV must have HDMI inputs.
