9.3.5 Siri problem, iPhone 4s

Just updated to 9.3.5. Now I can't access Siri whatsoever unless I am connected to the internet. "Siri not available connect to the internet." I don't always have cell service when I'm riding in the mountains and I don't want to have to pull over just to dig my phone out and change music. Am I the only one dealing with this?

Siri has never worked without an internet connection. Siri requires that connection to work, since the servers are with Apple. The update had nothing to do with that ability, it has always been that way.
