How can I change ask to buy if children are listed as adult?

My children are both listed as adult on the family sharing. I never put them in that category. They are 13 & 14. I have been using family sharing from about the time it was started. I would like to put on the ask to buy option, but I do not get that option. Can this be resolved easily or will in be a huge ordeal?
