I understand how phone searching for cell signal works. The lower the signal the more power it uses etc. Does an iPad also search for cellular signal while cellular data is off? I don't see a reason why since it doesn't receive (or make) calls over cellular network.

I don't know, as I don't have a cellular iPad. There are a couple of ways to check. Turn on cellular data and see if the carrier comes up immediately, or if it says "searching." Or put the iPad next to an AM radio and you can hear the interference from a cellular signal.

That is a good trick. I realize (GSM) phones makes that interference noise (every few seconds/minutes during stand by or constant noise during calls) when they're near speakers. I don't recall hearing that interference noise with today's phones. I don't know about iPhone (never had one in my life) but I got an Android (GSM) phone. It never makes that noise during stand by or voice calls. I still have an old Nokia phone. I'll test it later to find out if it still makes interference noise.

I tested my old GSM phone (Nokia) last night. The phone does not produce interference noise anymore. I used to hear noise when I placed the phone by computer (external) speakers. I call the phone, no noise either. In the past, there will be constant buzzing noise when the phone is in use. Something must have changed in the GSM network.

Most likely its LTE, which is in higher frequency bands and has a higher pulse rate.

But you can still do the test by seeing if it says "Searching" when you turn on cellular data.
