If your iPad 3 is running on a version of iOS newer than iOS 5.1.1, then this functionality is gone.
There are now digital picture frame apps that you can download and install for free or purchase that you have to actually run as an app to have your iPad act as a digital picture frame, now.
The drawback to having to use an app, now, is that these picture frame apps, usually, will no longer just run in the background when your iPad sleeps or run from the lock screen any longer.
