After you duplicate the project, move the duplicate wherever you want it to be.

Right-click anything, it can open inside its own Timeline. A "Project" is not a "file", but metadata, a container type inside of a specific Event.
When you duplicate a Project, you are not creating a "file". You are simply creating new metadata inside the Library's / Event's database. There are no "folders" with FCPX, so please don't use that term. Projects live inside of an Event.
When you duplicate one, it is duplicated inside that same Event, which is logical workflow. If you want it in a different Event, within the same Library or a different Library, just drag it to that other Event. Very simple.
Again, no "folders', no "files", just metadata. A "Project" is a specific type of Timeline, not a self contained "file".
The user manual has a good description of how media management works in FCPX. It is NOT anything like other NLEs.
