I am beginni g to jate the iphone and its no retreval policy. I dont want to lose the data and dont have a omputer... How cani enable his phone

See at the following for instructions for all of the methods: If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

Sorry but if you don't have either an iTunes or iCloud backup you will lose data.

To restore the iPhone, if your son cannot gain access to a computer from a friend or family member, he can visit an Apple Retail Store or Apple Authorized Service Provider for help.
