    iOS 10 has not yet been released. You'll have to wait a bit longer.

    No.

    Your 1st gen iPad Mini is NOT going to be eligible for iOS 10.

    Whatever the last iOS 9 update becomes, that will be the end of iOS updates.

     

    iPad 2, 3 and 1st gen iPad Mini are all NO LONGER eligible for iOS 10.

    All iPod Touch models, EXCEPT the newest iPod Touch 6th generation are, also, NOT eligible for iOS 10, either.

    Those iDevice models that are eligible are listed here in the iOS 10 Developer preview.

    Just to emphasize, since you didn't mark my post solved, if your iDevice is NOT on the developer preview list, it is NOT going to be eligible for iOS 10.

    The 1st gen iPad Mini is the smaller, but functional equivalent of the iPad 2 which is also, NOT going to be eligible to upgrade to iOS 10, either.

    You may not like this answer, but do not be surprised tomorrow when Apple's special event airs and the list of eligible iDevices to upgrade to iOS 10 has not changed.

    Your iPad Mini is going to reach the end of its iOS life very soon.
