My iPhone 5S won't sync with my iTunes.

I have a 2015 Dell and Windows 10. I would like to avoid having to call Tech Support because I do not have a predictable enough schedule to be able to schedule a call. I've tried following the online instructions but it still doesn't work and the instructions get over-complicated and still unhelpful once I follow them. I would just like to sync the music from my laptop to my phone.
