Q: Why Can't I Find FlickStackr In The App Store?

I Went To The App Store To Re Download The App FlickStackr But I Can't Find It Anywhere On The App Store & I Get A Message Saying "This App Is Not Available In The U.S. Appstore".It Should Be In My Purchases (Cuase I'v Purchased It ) But I Can't Find It Even In There.

iPhone 6 Plus, iOS 9.3.5
