To be able to view the Photos Library from other applications, your Photos Library has to be enabled as the System Photo Library in the Photos Preferences > General. The preference "Use as System Photo Library" needs to be grayed out.
If it is not greyed out, click it and quit Photos and log off and on again. Then you should be able to see your Photos Library in the "file > Open ...." dialog in other compatible applications in the Media > Photos section of the sidebar.
But the application you are using has to be updated and to be fully compatible with El Capitan. Older application cannot show the Photos Library, for example the Office 2011 application.
Which applications are you trying to use with Photos? And which iPhoto version do you have?

Sep 6, 2016 2:01 PM in response to Tyke Bikerby LarryHN,You do not select the applications (the applications contain no photos, only program code) and you do not open the libraries where the photos are stored, you use the media browser near the bottom of the open/attack/upload window under media ==> Photos ==> Photos and select your photos there
