Q: HELP HELP!!! Ipod shuffle not charging or turning on

If you're using it for the first time, confirm you have fully inserted the docking cable plug into shuffle's headphones jack.  It should click into place.  The fit may be tighter than expected.

Are you using the short USB docking cable that came with the shuffle?  If you bought a cheap third-party replacement, it may be faulty, OR it may be for the 2nd gen shuffle which does not work with a 4th gen shuffle.

what you should do is press the home button and lock button together.until the apple logo shows then you release.

or if that doesn't work connect it to a computer and press the home and lock button together until the iTunes logo shows.

It's an iPod shuffle (no screen).
