iTunes gift card isn't applied

I have redeemed my iTunes gift card and the balance is showing up in my account. However when I make a purchase, I am not given an option to choose my payment type and the credit card associated with the account is automatically charged. I've tried deleting the cc completely to force my balance to be used, but that was not an option. How do I get my purchases to come from the balance in my account?

You can't choose how items are billed, it's automatic.

If you are a family organiser in family sharing you can't use any balance on your account, nor can you remove the payment card from your account.

If you aren't a family organiser then you are trying to remove the card just by logging into the account (you won't get the 'none' option when trying to download something : Change or remove your Apple ID payment information - Apple Support

If that is what you are doing then do any of the scenarios on the 'if you don't see None or can't select it' link on that page apply ?

And if you aren't a family organiser and your balance isn't being used contact iTunes Support : http://reportaproblem.apple.com or the 'contact us' link at the bottom right of every page on here
