I've had all my photos on an external disc and in iCloud Photo Library. I want them on my McBook Air. How/should I download them from the iCloud Photo Library or the external disc?

Depends on what you want to accomplish
The easiest is to log Photos on the MBA into the same Apple ID and turn on iCloud Photo Library - this will download everything on ICPL to yur MBA
