Q: iCloud will initially put photos on my PC and then stop.  I then uninstall and reinstall iCloud

After a while iCloud stops downloading to my PC.  Most of the time if I Delete iCloud on the PC and then reinstall it the pictures will start coming over.  It is no longer working even then.
