Q: iCloud will initially put photos on my PC and then stop. I then uninstall and reinstall iCloud

After a while iCloud stops downloading to my PC. Most of the time if I Delete iCloud on the PC and then reinstall it the pictures will start coming over. It is no longer working even then.

iPhone 6s Plus, iOS 9.3.5

What do you mean by "downloading to my PC"? Are you transferring the photos from iCloud to your PC?
