Help with my security Q

I have an Apple ID for Netherlands and I already reedemed a gift card. When I first wanted to buy a game , it said that I have to answer the security questions and I can't remember the answers. I don't have a rescue email or a 2step verif. When I want to reset them and I put my password and all that stuff it tells me that I don't have sufficient info or smth like this . What can I do? I want to save this acc be of the reedemed gift card. Help please
