Short of jailbreaking the Iphone, are there any 3rd party apps that will allow me to access the Hosts file of the Iphone?

If you explain your aim we may be able to suggest alternatives, such as setting up your own wifi router with custom DNS entries to redirect to local network addresses.
You could also use a custom DNS server on the internet too if you need to redirect for whatever reason but you are giving us so little info that it makes it impossible to know what may help & what will fail.
I live in PRChina. The government does poison DNS as the way to "block"sites. I've access to the real international DNS etc hosts info... And need to reference it for access to international sites.
They redirect ALL DNS server requests, so that's not an option... On my Android device I have a hosts update app.
If mapping specific hosts to specific IP's is your requirement you will need to use an external device such as a portable Wi-Fi router. iOS can be set to get DNS from the router and the router will need the custom hosts setting up.
You can set any DNS server within iOS's network settings, so you could try setting that to the international servers. If a connection is being modified by the state/ an ISP to filter certain requests I doubt you will get around that - it is normally more than just using specific DNS servers there is probably other filtering too.
China also filters & blocks truly secure VPN's as far as I am aware - sorry the state just doesn't want you to be on the internet without their controls in place and Apple don't allow you to access the hosts file so you need to remap externally or don't use iOS (or tether iOS to the Android).

Why do you need that feature?
You could use an app like "Weblock - AdBlock for iOS" to block certain sites, if that's what you're after.
You could also look at an MDM/Profile Management solution.
Not looking to block anything. Just want to test and modify the Hosts file
With a normal user installed iOS, there is no access to system files at all.
Hi ParkerInChina. As already stated, there's no equivalent for iOS. iOS is very protective of its system data. Are you able to access a VPN, or is that impossible as well?
