Enabling ICloud Library

I Just purchased a new iphone 6splus for my daughter ans son. We all 3 have the same apple idfor iTunes. I was able to reconnect by son and enable the iCloud music library just fine. For my daughter we continue to get an error message stating that the iCloud library cannot enable at this time. Any advice on how to fix?

iPhone 6 Plus, iOS 9.3.5
