cannot reach previous owner

iPhone 5 model A1428? I have reset phone using iTunes and now its asking for the previous owners id and password after I created my own. I have no way of contacting him. how do I bypass this?

It requires the Apple ID and password of the previous owner. If you don't have it and cannot get it, then the device is useless to you. Return it for a refund, if you can, or take it to an Apple store for an exchange provided they will help you.

Apple will not help, activation lock (for that is what it is) is an anti-theft device it can not be bypassed.

There is nothing that anybody can do for you and that includes Apple. Don't bother contacting them. Unless you can contact the original owner, and you say that you can't, you are out of luck.

You own a useless device now.
