Storage Failing

Hello.I have a problem with my Iph 5 storage.My memory is decreasing and increasing ssteadily at every few seconds.I deleted all my pics and some apps,the storage was at 1 gb and then back to 500,A few seconds later again turned down to 100 mb,and after 5 sec to 112 and so on.What can i do?tnx
