All my purchased music is not on iTunes.

Only a fraction of the music I purchased the last couple of years appear on iTunes when connecting via my laptop. They do exist on my iPad. When asking to retrieve all purchased music only a few songs are downloaded and then iTunes says thats all.

What's wrong?

Empty/corrupt iTunes library after upgrade/crash if your library previously held all your media.
Recover your iTunes library from your iPod or iOS device to grab what is on any device and not in the library or computer and/or associate the device with the current library without losing data.
Backup your iTunes for Windows library with SyncToy to preserve your library in future.
