Photos for Mac

Q: live photos downloading as video

I'm using my Photo's app and all of my Live photos are downloading as videos. This makes it difficult to use because they are photos

MacBook Air (13-inch, Early 2015), OS X El Capitan (10.11.6)

Actually live photos are a still photo and a short video - that is how they become "live" - how are you downloading them and to what? Doing it incorrectly can seperte the video form the photo giving you both.
