    I'm not sure exactly what your question or problem is, but you should be able to download your previous purchases (including music & apps).

    When you Restore a Phone as New, then restore a backup, apps are not part of that backup, so they have to be redownloaded. If you were doing this at home, you would likely leave the phone connected  until all these apps redownload.

     

    No big deal, just leave your iPhone logged into your Apple ID/App Store, connected to Wi-Fi and powered and the apps will download. If you have many apps, best to just leave it like this overnight.
