Why I can't download any app from AppStore?
I Signed in my apple ID but when I click to download app it is not downloaded

IT is not clear at all what you are experiencing when you try to download apps since you offered no details, but start here. Force close the App Store app and restart your iPad.
Close the App Store. Press the Home button two times quickly. You'll see small previews of your recently used apps. Swipe left to find the app you want to close. Swipe up on the app's preview to close it.
Restart the iPad.
