Documents and Data in iCloud

Hello. I am not able to find the Documents and Data tab in iCloud Settings. The iCloud app won't work and my app data isn't restoring because the Documents and Data isn't showing in settings. Help.

PS: I recently downgraded from iOS 10 beta to iOS 9.3.5 and having many issues including this one. I own iPhone 6s Plus.
