opening Photos with option button does not open choose library window

Hi, I'm transferring all my photos to an external drive, so I copied all photos to an external drive. Now I'm trying to change the Photos library but when I open Photos with option button held down, I do not get the choose library window. Any advice?

iMac, OS X El Capitan (10.11.6), null

Hold the option key down until the select library window appears - or double click on teh library on teh EHD to open it and set it as default
