Can I add iOS9 to my iPhone 3G - 8GB?

Hello there,

I have an old iPhone 3G and a our new baby monitor requires a phone to use as the video monitor.

I tried to download the baby monitor software on this old paperweight and it wont' download because it required iOS 9. Is it possible to upgrade or jail break this? All I want to use it for is the baby monitor to be ON at all times. I don't have any other need for this phone.
