Lost Lock Mode turns off

Phone taken at County fair, phone was put in Lost Lock Mode. My bad No passcode. Phone then pinged found 3 days later 200 miles away at another county fair. Carnival worker-ride 😠 Phone then turned immediately off again, still in Lost Lock Mode. Now after a a half of day the phone no longer shows its in Lock down?? I turned that back on ? The phone never pinged. Phone has been turned off through my carrier, does Lost iPhone still work? It shows offline of course. But why did it enable and is my info safe or should I just erase?
