iCloudiPhoto went away with Yosemite. I presume you are referring to iPhoto for OS X?
Photos has been the new App for a couple of years now.

Sep 7, 2016 7:57 PM in response to eleanorfromlosangelesby K Shaffer,When the iOS for devices is upgraded, the later version
no longer supports iPhoto, instead there is Photos app.
Same with OS X, their newer systems also displaced an
older iPhoto and included Photos for Mac, by default.
This happened some time ago, but if you hadn't upgrade
to a later system for awhile, it may come as a surprise.
Good luck!

Since the listed component at the bottom of the page was a Mac, I went with the OS X one....
