None of my notes from my IOS devices sync to my laptop or desktop. All iCloud devices are checked and I see no reason why this is happening. The searches I did online told me to change settings that were already the way they wanted me to change them.
This has been going on too long and I need to fix this.

Have you tried signing out of your iCloud account, then sign back? Also, have you tried toggling your Notes on/off under iCloud?
How should I do that? Turn it off on all devices including desktop/laptop?

Turn off on iOS devices.
Try going to iCloud.com to see if the items are there and whether they are from the device or the computer. That should show whether the device or the computer isn't syncing. If the computer, try going to System Preferences/iCloud and stop syncing. Wait a couple of minutes, then recheck syncing. If the device, go to Settings/iCloud and do the above. You can also try signing out of iCloud and then sign in again.
