Th Photos for Mac application can open your iPhoto Library and create a Photos Library from it.
If your iPhoto Library has been created by iPhoto 7.1.2 or an older version, you need to run the iPhoto Library upgrader to prepare the iPhoto Library. This document explains how to download and run the upgrader: iPhoto '11: About the Library Upgrader
Or you could update iPhoto to version iPhoto 9.6.1. This version is working on El Capitan. But updating is only possible for iPhoto '11 versions associated with your AppleID at the AppStore. Barney's User Tip explains how to update by reinstalling, if your iPhoto version is eligible:
