How are you saving photos in iCloud? Are you using iCloud Photo Library?

Do I understand you correctly? You want your photos deleted locally from the devices, keep them in iCloud and in My Photo Stream?

My Photo Stream is always mirrored on the devices. If you delete photos on your device from the My Photo Stream album, you will delete it from My Photo Stream in iCloud and from all My Photo Stream albums on all devices.
